		<description>&lt;p&gt;The PRC is new to the internet. However, I think the government will be forced to use the web to communicate government policy. As Harrington mentions in the report, the number of computers in China is increasing rapidly. The web will be an efficient way to communicate with citizens.&lt;/p&gt; &lt;p&gt;Let us hope that they will implement guidelines for gvmt web sites soon and make sure those guidelines recommend the W3C specifications.&lt;/p&gt;</description>
